Parboil the rice
Soak rice 30 minutes, then boil with whole spices and salt until 70% done. Drain.

Fry onions
Fry onions in ghee until deep brown. Keep half for garnish.

Cook vegetables
Add ginger-garlic, tomato, spices, curd, herbs and vegetables. Cook until almost tender.

Layer & dum
Layer rice over vegetables, top with fried onions, herbs, saffron milk and ghee. Seal and cook on low 15 minutes.
